Pet-Friendly Beaches & Parks: Panama City Beach, FL

Exactly which sand is legal, the three temperament-sorted dog parks at Frank Brown, and the weekly maintenance closure.

Panama City Beach has a clear dog-beach rule and several good park options.

The most important rule:

Ordinary pets are allowed on the sandy beach only at the designated Dog Beach west of Russell-Fields City Pier.

Panama City Beach Dog Beach

The Dog Beach sits across from Pier Park and is accessible from Beach Accesses 56 and 57.

Visit PCB currently describes it as approximately 400 feet long.

Dogs must remain leashed.

This is not an off-leash dog beach.

All Other Sandy Beach Areas

The City of Panama City Beach currently prohibits ordinary pets from every other sandy beach area.

The city FAQ states that dogs are allowed only within the designated Dog Beach on the west side of Russell-Fields City Pier.

ADA-qualified service animals are handled separately.

Frank Brown Park Dog Areas

Frank Brown Park currently has three fenced dog parks:

Active Paws Dog Park

Designed for high-energy, larger dogs.

Calm Paws Dog Park

Designed for older, slower big and small dogs.

Lakeside Paws Dog Park

For dogs that enjoy a quieter lakeside setting.

Current dog-park hours are:

7:00 a.m. to 9:00 p.m.

Every Wednesday, the dog parks are closed for maintenance from:

6:00 a.m. to noon.

Current Frank Brown Dog-Park Rules

The city currently requires:

  • Dogs current on shots
  • ID tags
  • Adult supervision
  • Waste cleanup
  • No more than three dogs per person
  • Problematic dogs to leave when requested

The city also prohibits ordinary dogs from athletic fields and baseball complexes.

Frank Brown Park Itself

Frank Brown Park is more than 100 acres and includes:

  • Three fenced dog areas
  • Greenways
  • Trails
  • Picnic space
  • Recreation areas

The overall park currently operates from:

5:00 a.m. to 11:00 p.m.

The dedicated dog areas have their own shorter hours.

Gayle’s Trails

Frank Brown Park serves as a trailhead for Gayle’s Trails.

The city describes more than two miles of dog-friendly trails and greenways.

This is a good option for leashed exercise.

Conservation Park

Conservation Park is another important dog-friendly outdoor area.

Dogs are allowed but must remain:

  • Leashed
  • Under control

The park is best for:

  • Trail walking
  • Nature
  • Quiet exercise

Aaron Bessant Park

Aaron Bessant Park is also included in current city dog-friendly guidance.

Follow posted leash and event rules.

Heat

The Panhandle can become extremely hot and humid in summer.

Best times:

  • Early morning
  • Evening

Sand Temperature

PCB’s white sand may look cooler than asphalt, but it can still become hot enough to burn paws.

Test before committing to a long walk.

Saltwater

Bring fresh water.

Do not let the dog rely on Gulf water.

Wildlife

Keep dogs away from:

  • Shorebird nesting areas
  • Sea-turtle nesting habitat
  • Dunes
  • Unfamiliar freshwater
