Why Location Matters in PCB

For dog travelers, one location has an obvious advantage:

Pier Park / Russell-Fields City Pier.

The city’s designated Dog Beach sits on the west side of Russell-Fields City Pier.

That means a nearby hotel can put you close to:

  • Pier Park
  • Restaurants
  • Frank Brown Park
  • Gayle’s Trails

Near Pier Park

This is the strongest hotel zone if the dog beach is a major part of the trip.

Beachfront Does Not Mean Dog-Beach Front

This is one of the most important PCB hotel rules.

Ordinary pets are allowed on the sand only at the designated Dog Beach west of Russell-Fields City Pier.

A pet-friendly beachfront hotel somewhere else on Front Beach Road does not give your dog legal access to the beach outside the hotel.

Service Animals Are Not Pets at a Panama City Beach Front Desk

Everything above is about pets, which hotels may restrict, cap by weight and charge for. A service animal is different. Under the Americans with Disabilities Act a service animal is a dog individually trained to do work or perform tasks for a person with a disability, and Florida law, which limits the term to a dog or a miniature horse, requires a public accommodation such as a hotel to modify its policies to permit one. For a traveler who relies on a service dog, a hotel’s “no pets” rule does not apply, and a dog’s size is not among the reasons the ADA gives for excluding a service animal.

  • Staff may ask only two questions: is the dog a service animal required because of a disability, and what work or task has it been trained to perform. They cannot demand certification, training papers or a vest.
  • Hotels cannot charge a cleaning fee for a service animal’s hair or dander. They may charge the same fee for damage that they charge other guests.
  • Emotional support animals are not service animals under the ADA or Florida law, so a hotel may apply its normal pet policy and fee to one.
  • A hotel may exclude a service animal that is out of control when the handler does not take effective action, or that is not housebroken.

Florida makes it a second-degree misdemeanor, with 30 hours of community service, to knowingly misrepresent yourself as using a service animal. That is a reason for hotel staff to take the two questions seriously, and a reason not to buy a vest for a pet.
