Panama City Beach is one of the Florida Panhandle’s easiest beach destinations to visit with a dog.
The city has:

But the beach rule is specific.
Dogs are allowed on the sandy beach only at the designated Dog Beach west of Russell-Fields City Pier.
Panama City Beach Dog Beach
The city’s designated Dog Beach is located on the west side of Russell-Fields City Pier, across from Pier Park.
The tourism office currently describes the dog beach as approximately 400 feet long and accessible from Beach Accesses 56 and 57.
Dogs must remain leashed.

The Rest of the Beach
The City of Panama City Beach currently states that ordinary pets are not allowed on any other sandy beach areas.
The city’s FAQ is explicit:
Dogs are allowed only within the designated Dog Beach on the west side of Russell-Fields City Pier.
Qualifying ADA service animals are handled separately.

Frank Brown Park Dog Parks
Frank Brown Park has one of the area’s best off-leash setups.
The city currently operates three fenced dog areas:
Active Paws Dog Park
For high-energy, larger dogs.
Calm Paws Dog Park
For older, slower and calmer dogs.
Lakeside Paws Dog Park
For dogs that enjoy a quieter lakeside setting.
Current hours:
7:00 a.m. to 9:00 p.m.
Every Wednesday the dog parks are closed for maintenance from 6:00 a.m. to noon.

Frank Brown Dog-Park Rules
Current city rules include:
- Dogs must be current on shots.
- Dogs must wear identification tags.
- No more than three dogs per person.
- Owners must clean up after dogs.
- Adult supervision required.
- Dogs must remain controlled.
- Certain problematic dogs may be required to leave.
Gayle’s Trails
Frank Brown Park also serves as a trailhead for Gayle’s Trails, which the city says includes more than two miles of dog-friendly trails and greenways.
This is a good option when the dog needs a real walk rather than another fenced run.
Conservation Park
Panama City Beach’s Conservation Park is another useful dog-friendly nature option.
Current city rules allow dogs, but they must remain:
- Leashed
- Controlled at all times
The park limits users to no more than two dogs per person.
This is a better choice for:
- Long nature walk
- Quiet morning
- Trail exercise
than for off-leash play.
Aaron Bessant Park
The city also includes Aaron Bessant Park among its current dog-friendly outdoor options.

Pier Park
Pier Park sits directly across from the designated Dog Beach.
That makes the area extremely convenient.
