Florida has 175 state parks, and people assume a pet-friendly park means a beach you can walk a dog on. It does not. The statewide rule is short and it is strict: no pets on beaches, boardwalks, playgrounds, bathing areas, cabins or park buildings – with exactly one exception in the entire system.
That exception is the Pet Beach at Honeymoon Island State Park, on the southern tip of the island, and the state’s own FAQ names it as the only one.
What you do get, in most parks, is good: hiking trails, picnic areas and campgrounds, on a hand-held leash of six feet or less. That makes state parks some of the best dog walking in Florida – just not at the water.
The rules that actually catch people
- Six feet, hand-held. No off-leash areas exist anywhere in the system. A crate, carrier or pet stroller counts as physical control.
- No swimming areas, boat ramps or spring runs. The state says plainly why: around fresh and brackish water, a dog is viewed as prey by alligators.
- Cabins are a flat no, and so is the workaround – you may not crate a dog outside a cabin or leave it in a vehicle parked there. Campgrounds are the overnight option.
- Thirty minutes. On your own campsite, a pet may be left unattended for no more than half an hour, leashed or contained, and must be inside your camping unit during quiet hours, 11pm to 7am.
- Four pets maximum per campsite, and no breed restrictions anywhere.
- Vaccination is required under Florida law, but you are not asked for paperwork when you register to camp.
- No pet fee. You pay the normal entry fee, usually $8 per vehicle at coastal parks, and the normal campsite rate.
- Four parks ban pets entirely: Egmont Key, Lignumvitae Key, Skyway Fishing Pier and Weeki Wachee Springs. Homosassa Springs provides free self-service kennels at the entrance instead.
- Service animals are exempt and allowed in all public areas, including cabins. Emotional support and therapy animals are not – they follow the ordinary pet rules.
One practical warning: the park system’s own “pet friendly” search filter returns all of its parks, including the ones that ban pets outright. Any list built from that filter is wrong, which is why every entry below links to the park’s own page.
National parks and federal land are stricter, not looser
- Canaveral National Seashore: lagoon side only – Turtle Mound, Eldora, Seminole Rest, Eddy Creek – plus trails. Never on the beach or boardwalks.
- Gulf Islands National Seashore: no dogs on any Florida beach, Gulf or bay side, and none in water less than five feet deep. Trails, paths and roads are fine.
- Everglades National Park: the strictest for walking. Dogs are allowed on public roadways, campgrounds, picnic areas and private boats – and on no trail at all, boardwalk or otherwise. Anhinga Trail and Shark Valley are closed to them.
- Big Cypress National Preserve: campgrounds, picnic areas, parking areas and paved pullouts. No boardwalks, trails or backcountry.
- Biscayne National Park: the grounds at Convoy Point and Elliott Key. Not Boca Chita Key, including on your boat in the harbor.
- Dry Tortugas: allowed on Garden Key but not inside Fort Jefferson – and effectively unreachable, because neither the ferry nor the seaplane carries pets.
- National Key Deer Refuge: leashed dog walking is permitted. Treat it as leash-only and low impact; the whole refuge exists for an endangered deer.
- Fort Matanzas National Monument is the rare federal site that allows dogs on the sand, on a six-foot leash, though never on the ferry or in the fort.

The ones people assume they can use. Every entry here is a place we confirmed prohibits dogs - worth knowing before you park.
Dogs are welcome in the 139-site campground but are flatly barred from the four miles of beach. Quoted: "Pets are prohibited from the beach." Visitors routinely assume the campground access implies beach access. It does not.
Dogs get the trails, the park drive and the campgrounds, but NOT the beach and NOT inside the fort. Quoted: "They are not permitted in buildings including the fort, boardwalks or on the beach."
One of the most misreported parks in Florida. Quoted: "Due to the small amount of land area at Bahia Honda, only limited accessibility is available for pets.
