Fishing With Dogs in Panama City Beach, Florida

Russell-Fields Pier for the fishing, the designated Dog Beach immediately west of it for the dog - and never both at once.

Panama City Beach is one of the Panhandle’s strongest fishing destinations.

You have access to:

  • Gulf fishing
  • Bay fishing
  • Pier fishing
  • Surf fishing
  • Offshore charters

For dog owners, the most important rule is very specific:

Dogs are allowed on the sandy beach only at the designated Dog Beach on the west side of Russell-Fields City Pier.

That makes planning easy — but only if you respect the boundary.

Russell-Fields City Pier

Russell-Fields City Pier is one of Panama City Beach’s major fishing landmarks.

The city describes it as:

  • More than 1,500 feet long
  • Open 24 hours a day, 365 days a year
  • A major fishing location

The designated dog-friendly beach is directly on the west side of the pier.

Dog Beach

Current city rules say:

  • Dogs are allowed only in the designated Dog Beach area
  • Dogs must be leashed
  • Owners must clean up after pets

Ordinary pets are not allowed on the rest of the sandy beach.

Fishing and Dog Beach Should Stay Separate

The Dog Beach is popular with:

  • Dogs
  • Families
  • Swimmers

Do not cast into an active dog area.

Hooks and dogs running through the water are a bad mix.

A better plan is:

Fish the pier or another legal fishing location, then use Dog Beach for the dog’s beach time.

Pier Fishing

Before taking a dog onto the pier deck itself, confirm the current pier pet policy.

Even if a dog is legally permitted, the deck can contain:

  • Hooks
  • Sabiki rigs
  • Cut bait
  • Fishing line
  • Flopping fish

It may be safer to leave the dog with another member of your group on the nearby Dog Beach.

Surf Fishing

Because dogs are limited to the designated Dog Beach, normal surf fishing with a dog is much more restricted here than in places like St. Augustine.

If fishing is legal within the exact dog-beach section and conditions are uncrowded:

  • Keep dog behind casting lane
  • Use short leash
  • Keep hooks secured
  • Stop fishing if dogs begin swimming nearby

St. Andrews Bay

Panama City Beach also offers excellent inshore and bay fishing.

A private boat can be a much better setup for a dog than a crowded pier or beach.

Common fishing opportunities include:

  • Redfish
  • Spotted seatrout
  • Sheepshead
  • Flounder

Offshore Fishing

PCB has a large charter industry.

If bringing a dog:

  • Book private
  • Ask captain directly
  • Confirm exact boat
  • Bring dog life jacket
  • Choose shorter trip first

Frank Brown Park

Frank Brown Park provides dog-friendly recreation away from the fishing zone.

This is useful if one person fishes while another handles the dog.

Conservation Park

Conservation Park is another strong leashed-dog option.

It works well as a non-fishing activity during the hottest or busiest beach hours.

Beach Flags

Panama City Beach uses a flag-warning system.

Current conditions may include:

  • Green
  • Yellow
  • Red
  • Double red
  • Purple

Purple indicates dangerous marine life.

Double red means the water is closed.

Check conditions before bringing the dog to the shoreline.

Heat

The Panhandle gets brutally hot in summer.

Bring:

  • Fresh water
  • Bowl
  • Shade
  • Cooling gear

Best PCB Fishing Day With a Dog

Early morning: Russell-Fields Pier or bay fishing Late morning: Dog Beach west of the pier Midday: Rest indoors Late afternoon: Frank Brown Park or Conservation Park Evening: Outdoor dining

Panama City Beach is a very good fishing-and-dog destination.

The key is not pretending the whole beach is dog-friendly.

The legal dog-sand access is concentrated in one very specific place.
