Jacksonville Beach

Jacksonville Beach currently allows dogs:

October 1 through March 31: Any hour April 1 through September 30: Before 9:00 a.m. and after 5:00 p.m.

That can work well for early surf fishing with a dog.

Atlantic Beach

Atlantic Beach allows leashed dogs under current city rules.

That makes it another useful fishing-and-dog base.

The Beach Rules, Street by Street

Three cities share this shoreline and each writes its own dog rule. The boundaries are unmarked on the sand, so a legal walk becomes a ticket without anything changing underfoot.

Jacksonville Beach: leashed, 8 ft maximum. From April 1 to September 30 dogs are only allowed before 9am and after 5pm; October 1 to March 31 there is no hour limit. Never on the dunes, and your dog must wear current rabies proof. Crossing the Seagate Avenue line from Neptune Beach at noon in July turns a legal walk into a $55 ticket.
Neptune Beach: leashed, 12 ft maximum, any hour, year-round since the 2023 ordinance. You must carry drinkable water and provide shade if you stay more than 30 minutes, and the dog needs a current rabies tag. The city’s older “Duval County Beaches” page still shows the repealed 9am-5pm ban; the 2023 ordinance replaced it.
Atlantic Beach: leashed, 12 ft maximum, 24 hours a day, year-round. One useful quirk: a dog may swim off leash only while you are in the ocean with it. Walking your dog through the surf does not count.

For an angler this is simple: the early and late tides that fish best are also the only legal dog hours in summer at Jacksonville Beach, and Atlantic and Neptune have no hour limit at all.

Huguenot Memorial Park: No Dogs, and It Catches People Out

Huguenot is one of the best-known fishing spots in Jacksonville – drive-on sand where the river meets the ocean. Day visitors cannot bring a dog at all. The only exception is registered campers, whose dogs must be leashed, are barred from buildings, and are never allowed on any shoreline, in or out of a vehicle.

The reason is the birds: Huguenot holds a critical wildlife area where shorebirds nest on open sand. If Huguenot is your fishing plan, it is a day the dog stays home or with someone else.

Kathryn Abbey Hanna Park

The best combination of fishing and dog in Jacksonville. A mile and a half of beach plus a freshwater lake, and pets are allowed in the outdoor areas including the beach, leashed to 8 ft and attended at all times. They are not allowed in Dolphin Plaza, the rental shelters or the cabins. Entry is $5 per car for up to six people, $3 on foot or by bike, $92.52 for the year, and the park opens at 8am.

The Talbot Islands: Trails Yes, Sand No

North of the St. Johns, both state parks welcome dogs away from the water. Big Talbot Island allows them on all nature trails, hiking trails and picnic areas, but not on the shoreline or the photogenic Boneyard Beach. Little Talbot Island adds paved roads, parking lots, the campground and pavilions – again, not the beach. Both require a six-foot leash and charge park entry.

So the Talbots work as the walk before or after fishing, never as the place you surf-cast with the dog beside you.

Where to Actually Fish With the Dog

Summer, any time of day: Atlantic Beach or Neptune Beach – no hour restriction, so the midday slack tide is still legal.
Summer dawn patrol: Jacksonville Beach before 9am, which is the best surf window anyway.
A full day out: Hanna Park, where the beach, the lake and the shade are all inside one gate.
Not with a dog: Huguenot, the Fort George inlet shoreline, and any state park beach.
